what if the user does not logout ( just closes the browser or shuts down PC), will the timer still continue deducting minutes off their account?

The timer will keep deducing the minutes until the "idle timeout" takes into effect. If you want the user to be logged out as soon as possible after he shuts down the machine, make sure the idle timeout value is small (the default is 10 minutes).
