The FirstSpot DHCP IP scope is determined by the Visitor Network Interface IP plus subnet mask. Also, you can exclude specific IPs from this scope by adding them to Configuration Manager -> DHCP -> Exclude IP

You mean you want a larger scope size? We support up to a subnet mask of 255.255.0.0 (i.e. around 65535 IPs). Refer to chapter 3 -> DHCP section of firstspot_guide.pdf for more information.

Well, you can experiment with "partial" subnet mask like 255.255.255.128. See http://www.firewall.cx/ip-subnetting-mask-bits.php for a nice explanation. Again, any static IP that you don't want FirstSpot DHCP server to give out, you need to include them in Excluded IPs list.

Note that the largest scope we support is class B (255.255.0.0)
